Bill would require doctors to offer HIV tests

Texas would become the first state in the nation to require doctors to offer HIV screenings to patients, under a bill filed Tuesday by Democratic State Reps. Rodney Ellis of Houston and Yvonne Davis of Dallas. But Republican Gov.
