		<description><![CDATA[It is a simple process to secure non-profit status, it is much more difficult to maintain it.  There are a few very basic requirements to maintain IRS non-profit status.  Filing a 990 form is one of those requirements.  An agency must maintain copies of 990 forms for anyone who wishes to review the information contained within which includes salaries, revenues and expenses.  Another core requirement for non-profits is liability insurance for the Board and agency.  Not filing a 990 (3 years in a row) demonstrates a serious lack of financial oversight by both the Executive Director and the Board.  Hopefully, Mr. Chisom will be able to address this recent challenge and that the lack of a filed 990 is not an indication of much more significant problems.]]></description>
